The question remains are they important enough that we should borrow to pay for them.
We should tax and pay for them.
Even if you want to restrict the argument to "borrowing," of all the things we "borrow to pay for," one would think that the health of the citizenry should be pretty high up on priority.
Without sufficient insurance coverage, the uninsured will still get healthcare anyway -- but through much costlier means such as going to emergency rooms rather than primary care, and/or cost a lot more for worsened ailments that could have been diagnosed and treated early on the cheap had there been sufficient insurance.
